A fleet of cameras retrying over flaky links will deliver the same capture many times and will silently lose others. Sluice stores each asset exactly once regardless of redelivery, and tracks a per-device contiguous watermark so lost assets are detectable instead of just absent.
Each burst delivers a share of assets twice (same
asset_uid, so dedup must fire) and never delivers a share of sequence numbers at
all (so gap detection must fire). Deliveries are shuffled before submission, which is what
concurrent workers actually observe.
